Workshop regarding the cooperation between the Court of Accounts and the Parliament

Today, on the 5th of February, under the aegis of SIGMA, on the premises of the Parliament of the Republic of Moldova, there was organized the first workshop regarding the relationship between the supreme audit institution (SAI) of the country and the Legislative.

The Members of the Court of Accounts of the Republic of Moldova (CoARM) and the Heads of the subdivisions within the institution and the members and employees of the Public Finances Control Committee (PFCC) were acknowledged with the key-issues and the good practice concerning the development of efficient working relations between the SAI and the Parliament, based on the experience of the EU state-members.

Alastair Swarbrick, principal adviser within SIGMA has spoken also about the good practices by offering practical examples of cooperation between the supreme audit institutions and Legislatives in Great Britain and Germany. The expert has given recommendations and arguments formulated according to the Document no.54 “Developing efficient working relations between the supreme audit institutions and the Parliaments”, drafted by SIGMA.

The role of the Profile Parliament’s Committee in the monitoring process regarding the activity of the Government and sharing the Latvian experience was the subject of the presentation of the expert Inguna Sudraba, ex-member of the Parliament and ex- auditor general of the Republic of Latvia. The discussions with the attendants were focused on various subjects like the way the Committee can and must utilize the SAI activity, as well as the way the SAI can support the Committee in order to make it more efficient and productive.

Marian Lupu, the President of the CoARM has spoken about the importance of the cooperation between the CoARM and the PFCC in order to assure the impact of the audit reports and about the importance of assumption of the good European practices in the domain. The President of the Court of Accounts saluted the decision of instituting a permanent profile committee in the Parliament, which would become a great opportunity to consolidate the parliamentary supervising concerning the management of the public resources by the state institutions.

Igor Munteanu, the Chair of the PFCC, has spoken about the significant role of the Court of Accounts highlighting the necessity of mutual support in the process of bringing to responsibility the public institutions concerning the management of the state resources. The Committee should improve the relations between the SAI and the Parliament, offering an efficient forum for discussing the results of the audit reports, has remarked Mr.Munteanu.

The discussions with the workshop participants focused on various subjects that are of mutual interest like assuring the financial independence of the SAI, planning the audit activity, collaborating with the legal bodies during the process of detecting fraud or corruption suspicions, methods of auditing the Reports of the CoARM during the meeting of the Committee, implementing the recommendations by the audited entities a.m.
