Public procurement system in the Republic of Moldova discussed with the SIGMA experts

On February 18 this year, the Court of Accounts of the Republic of Moldova (CoARM) has received the visit of the SIGMA experts, Marian Lemke, country coordinator for the Republic of Moldova, senior counselor in the public procurement domain, Gheorghe Cazan, public procurement expert and the representative of the EU Delegation in the Republic of Moldova and project manager – Ekaterina Yakovleva.

The Vice-President – Viorel Chetraru and the members of the CoARM – Andrei Munteanu and Petru Rotaru, represented the Court of Accounts.

During the meeting, the public procurement topic was analyzed throughout the Public Procurement System Development Strategy for 2016-2020, that is part of the Association Agreement between the Republic of Moldova and the European Union. In this context, the SIGMA experts have talked about the strengthening of the harmonization efforts regarding the national legislation, the improvement of the institutional capabilities, the vision and measures taken to reform the entire public procurement system, according to the broad principles of the good governing, that assure the long-term development. In addition, the experts have mentioned about the lack of qualified personnel and the necessity of professionalization of the personnel involved in the public procurement and the consolidation of the procurement operations, which are essential for the efficiency of the system.

Viorel Chetraru informed the SIGMA experts about the intention of the Court of Accounts to carry on this year audit missions regarding the public procurement in the nine Ministries in the country, approaching the domain throughout a system. Implementing accordingly the legal provisions will improve the efficiency of the public procurement system and will decrease the waste, fraud and corruption, consolidating the trust of the citizens in the state institutions, has mentioned the Vice-President of the CoARM.

In the end, the Court of Accounts has thanked the SIGMA representatives for the shown interest, involvement and efforts made in order to improve the results in the public procurement domain in the Republic of Moldova.
