On October 12, the representatives of the Court of Accounts of the Republic of Moldova (CoARM) had a meeting with experts from the European Investment Bank (EIB), as well as with officials of the Chisinau City Hall.
The event was organized at the request of the EIB, to discuss the implementation by the municipality of the project on energy efficiency and thermal insulation of public buildings in the city, financed by the European Investment Bank.
The discussions were attended by Eduard Moroșan - Member of the Court of Accounts, Stella Renita - Head of the EIB for financing public sector projects in the Republic of Moldova, representatives of the Chisinau City Hall, as well as the audit team of the Court of Accounts which performs the audit of the financial reports of the ATU of Chisinau municipality concluded on December 31, 2020, as well as the audit of the compliance of the budgetary process and the management of the public patrimony during the years 2018-2020 at the ATU of Chisinau municipality.
Based on the professional experience and the image of the Court of Accounts in the context of auditing several projects financed by external donors, as well as taking into account the high quality of the audits mentioned, appreciated by partners, the European Investment Bank discussed the possibility of auditing the project’s implementation, which, according to the requirements of the contract, is to be audited twice a year.
Honored by the request of this important European financial structure, the Court of Accounts informed that, according to the international standards of external public audit, as well as based on the legal mandate of the institution, the Court of Accounts cannot comply with the EIB's request. At the same time, the Court of Accounts assured that it will provide assistance to the interested parties in order to facilitate the obtaining of the necessary data for the certification of the financial indicators of Chisinau municipality, in the context of the project’s implementation.
We mention that the Court of Accounts audits annually a series of projects implemented with the support of external donors, such as the World Bank, the European Union, the quality of audit reports being highly appreciated by the country's development partners.
