Internal meeting to discuss the competences framework

On October 15, an internal meeting took place within the Court of Accounts of the Republic of Moldova (CoARM), in an online format, with the involvement of the Working Group, responsible for the elaboration of the Competence Framework and the ways of professional development. The document is elaborated in the context of the implementation of the CoARM’s Development Strategy for the period 2021-2025.

The ability of a Supreme Audit Institution (SAI) is to fulfill its mandate and perform efficient, high-quality audits, which largely depend on the quality, integrity and competence of its staff. Requirements related to the competence of auditors, as well as their method of recruitment, handling, development and evaluation, are and have always been of fundamental importance to the Court of Accounts.

In this context, during the meeting, the participants discussed various aspects of the professional skills model, provided by international standards, such as establishing competencies by roles, basic and additional skills, assessment of professional skills, etc.

We mention that, for the implementation of these activities, the Court of Accounts benefits from the support of the experts of the Swedish National Audit Office (SNAO) in strengthening institutional capacities in areas, including strengthening human resources management, which involves developing the competence framework for CoARM’s auditors.
