The Court of Accounts participated in the round table on the transparency and efficiency of public procurement

The representatives of the Court of Accounts of the Republic of Moldova (CoARM) participated in the round table with the generic "Problems of transparency and efficiency of public procurement", organized by the Association for Efficient and Responsible Governance (AERG) on April 19. The event took place within the project "Public Money is also My Money!", implemented by AERG with financial support from the National Endowment for Democracy (NED).

During the round table, representatives of the Ministry of Finance, the Public Procurement Agency, the National Agency for the Resolution of Appeals, the Anticorruption Prosecutor's Office, the Public Services Agency, the Court of Accounts, and the Competition Council also participated.

During the discussions, were addressed topics regarding the violation of transparency, but also of the legislation in public procurement, situations when the public procurement was not effective, but also cases regarding the distortion of competition and problems in the execution of public procurement contracts.

The Chairperson of AERG, Maria Covalciuc, presented the Public Procurement Monitoring Report for the period November 2022 - April 2023, which was based, including, on the reports of the Court of Accounts. In addition to the problems identified in public procurement during the mentioned period, the report contains a series of suggestions and recommendations, both legislative and normative, as well as functional, aimed at improving the public procurement system in the Republic of Moldova.

We mention that the Court of Accounts focused its efforts on the auditing of public procurement, with 9 audits being carried out during 2020 and 2021, which aimed to assess the compliance of public procurement within the ministries. The audit experience from the previous years has elucidated the lack of transparency in this field, the imperfection of electronic means, as well as a low degree of professionalism on the part of the actors involved.
