The representatives of the Court of Accounts of the Republic of Moldova (CoARM) participated in the Dialogue on the Public Finances Management (PFM), organized in the headquarters of the Ministry of Finance, on May 4. The Court of Accounts’ team was led by Tatiana Șevciuc, Member of the CoARM.
The event also brought together the representatives of the Ministry of Finance, the Public Finance Control Committee and the Economy, Budget and Finance Committee of the Parliament, representatives of the General Directorate for Neighborhood and Enlargement Negotiations (DG NEAR) of the European Commission, the country's development partners, as well as the civil society.
Veronica Şirețeanu, the Minister of Finance, noted the importance of launching the dialogue on the public finances management, given the Government's commitment to improve efficiency, accountability and transparency in the use of public funds, to ensure that public expenditures are consistent with available resources and macroeconomic objectives.
During the meeting, Ion Gumene, State Secretary of the Ministry of Finance, presented the overview of the recently approved Public Finance Management Strategy 2023-2030, including its strategic objectives and priorities.
The dialogue continued with the presentation of the role of the supreme audit institution in the public finance management system, which has the mandate to audit the financial statements of the Executive’s institutions and to report the findings and recommendations to the Parliament.
In order to be effective and bring added value, the supreme audit institution must have a strategic vision of its development and have the necessary resources and capabilities to implement it, noted Violeta Balan, head of the External Relations and Communication Section of the CoARM. Mrs. Balan presented the Development Strategy of the CoARM for 2021-2025, the progress made in the implementation of the Strategy, the problems and challenges faced by the institution, as well as the aspects that require special attention and joint efforts in the next stage of the implementation of the Strategy.
Continuing the dialogue, Luca Oriani Vieyra, Economic Adviser DG NEAR noted the importance of the existence of an independent, professional and efficient supreme audit institution in the public finance management system and urged the joint efforts of all public institutions that are part of the system, civil society, development partners, to identify the necessary actions for the implementation of the PFM Strategy, as well as for identifying the resources needed for their implementation.
The participants of the event welcomed the initiative to launch the dialogue, noting the importance of continuing public discussions in the context of the new Public Finance Management Strategy 2023-2030.
