IT performance audit planning, discussed with the colleagues from the SAO of Latvia

A new experience exchange workshop was organized on March 24 with the support of information technology (IT) auditors from the State Audit Office (SAO) of Latvia.

The event was attended by the employees of SAO's IT audit division in Latvia, Ingrīda Kalniņa-Junga, Mārtiņš Vilmanis and Mikus Jēkabsons. From the CoARM, the workshop was attended by Natalia Balaban-Uncu, Head of Audit Department III (IT audit) within the General Audit Directorate IV, auditors from the Directorate, Marina Cataraga, Vitalii Scalschi and also Violeta Balan, Head of External relations and communication section.

The participants discussed the planning documents of the Performance Audit regarding the assessment of the level of availability and interoperability of data in the public sector (open data), including the effectiveness of the government interoperability platform (MConnect). A presentation, in this context, was made by Natalia Balaban-Uncu, Head of Audit Department II within the General Audit Department IV. Mrs. Balaban-Uncu familiarized the Latvian colleagues with the normative framework that regulates the field of interoperability in the Republic of Moldova, the infrastructure of electronic services, the principles of operation and the components of the interoperability platform, the implementation of the MConnect platform. The auditors of the two supreme audit institutions discussed the objectives of the preliminary study, the scope of the audit, identified risks and problems, etc.

The workshop is part of a series of similar sessions, organized in March, in order to exchange experience and offer support to the team of IT auditors of the Court of Accounts of the Republic of Moldova (CoARM).
