Study visit to Romania

In order to develop professional knowledge and to know the processes related to the projects, stages financed by the structural and European funds in accordance with the EU principles and standards, the Court of Accounts participated, on 17 - 21 August 2016, at the training course: "Writing the European projects for 2014-2020 and their financial management", held in Constanta, Romania.

 

Trofim Natalia, Head of Directorate General I (audit of the state budget and Heritage) of the Court of Accounts of the Republic of Moldova attended the event. Representatives of the Academy of Sciences of Moldova, officials from the Ministry of Finance, beneficiaries of early-stage projects in efficiency in energy and environment from one side, and Romanian public authorities, beneficiaries and potential beneficiaries of EU funds from another, also attended the above-mentioned event.

The course objectives were:

 

1.     Knowing the legal, institutional and programmatic framework of accessing the EU funds in 2014-2020 period (example of the Romania).

2.     Identify the type of the required and specific operational program for the organization.

3.     Knowing the rules of writing the financial request.

4.     Presenting the steps to accomplish a project.

5.     Knowing the rules of projects monitoring, control and auditing.

6.     Knowledge of the procurement policies needed to run the projects.

7.     Acquiring skills on the conclusion of the financial contract.

8.     Study of the rights and obligations of funds beneficiary.

 

The results of the whole workshop were presented at the end of the training.
