The Court of Accounts of the Republic of Moldova (CoARM) participates today, September 23, in the round table organized by the Association for Efficient and Responsible Governance (AERG).
The event, organized online, has the theme "Transparency of form in public procurement in the Republic of Moldova" and takes place within the project "Public money is also my money!”
The event is also attended by representatives of the Ministry of Finance, the Public Procurement Agency, the National Agency for Solving Complaints, the Financial Inspection, representatives of non-governmental organizations, etc.
The event addressed topical issues on the transparency of the use of public finances and the misuse of legal instruments in public procurement. AERG also presented the public procurement monitoring report for the period April - September 2021.
The representatives of the Court of Accounts spoke in the context of the topics regarding the transparency of form in public procurement in the Republic of Moldova. In view of the audits carried out by the CoARM, the auditors mentioned that the public procurement system faces a number of problems such as the development of low quality award documentation, division of public procurement, avoidance of using competitive methods in conducting public procurement procedures, lack of transparency, limited competition, but also inefficiency in the use of public money.
We mention that, lately, there is a strong tendency to increase the number of acquisitions, and any improvement in this system can contribute substantially to increasing the benefits for society. For these reasons, the Court of Accounts intends to focus its efforts on auditing this area. Thus, in the Audit Programs of the Court of Accounts for 2020 and 2021 were included audits, which aim to assess the compliance of public procurement in the systems of all ministries in the country to have a comprehensive view of deficiencies in this area.
